Livingston County commissioners hired Rich Thieme as the county's zoning officer. As zoning officer, Thieme is responsible for issuing residential and building permits outside the Chillicothe city limits. Because Livingston County is zoned, building permits are required before any construction can begin.In addition to zoning duties, Rich also works part-time for the Livingston County assessor.
